Westminster Place Association Annual Meeting

Monday, December 7, 2009, 8:00 p.m.

 

(Note: these minutes are considered preliminary until approved at the 2010 meeting) 

Fourteen households were in attendance.  Trustees in attendance:  Charlie Kindleberger, Vander Corliss, Christina Bennett, Terri Robbins, Gregg Williamson, Jim Tobin and Al Babusis

Agenda:

Welcome by Greg Williamson- meeting called to order at 8:09 p.m.

1.  Secretary’s Report – Christina Bennett

Approval of December 1, 2008 minutes

Moved by Dan Landis, seconded by Jim Tobin, passed unanimously.

 

2.  District Update CWE Report – Lyda Krewson, Alderwoman

A. Highway 40 Opening- Highway will open December 7, 2009, looks great and re-timing of signals will be completed shortly.

 

B. Forest Park Developments:  Triple A Golf Course is open.

 

C. Euclid Business District – There is talk amongst the business owners of creating a CID which would add a one cent sales tax to all sales in the district.  More to come on this issue in 2010.  PIE- the restaurant will be opening in the location where Zoe’s/Sapphire used to be located (corner of Euclid and McPherson) the weekend of December 12th.

 

D. St. John’s Church Update.  No Update

 

E. Argyle Parking Structure (Attached to Schafly Library).  The Board of Alderman was successful in getting a TIF $3 mllion bond approval. 

 

F. Old Temple Israel (5017 Washington) – opened this fall with several new businesses.

 

G. 50/50 Sidewalks– The programs is still in effect but slow as there are over 250 names on the list.

 

H.  5159 Westminster Property is in foreclosure.

 

I.  Paul McKee Project- No city guarantee and no eminent domain are associated with this development.

 

3. Security Report –Les Wright – Security Commission

Les Wright, Christina Bennett and Gina Haegney represent WPA on the special taxing district board.  Tax revenues in 2009 were approximately $66,000.  We changed security providers to The City’s Finest, LLC, who patrol on bicycles on our street.

 

 

 

4.  CWEA Tom Shrout

The Central West End Association was founded over 50 years ago. The association has been instrumental in helping all residents improve their property values and bring vibrant businesses to our back yards.  Please consider joining the association.

 

5. Street and Tree Reports- Greg Williamson & Jim Tobin

Many accomplishments occurred in 2009 for street maintenance.  The street received some much needed patching. Our curbs and speed bumps were also painted this year and a new sign (Not Through) was added at the Lake entrance. The sign has great diminished drivers going to the gates and speeding back down the street. This year the board planted 13 new trees and removed 2 trees and we had two tree trimming trips this year.  Dan Christy, Metropolitan Forestry, conducted tree trimming twice. A master list was developed. We plan to plant another seven trees next year.  Five resident households have contributed and sponsored trees this year: Tobins, Babusis, Robbins, Kindlebergers and Shrouts. Ritter Lawn and Landscape was hired for leaf removal.  All went well with no major issues. The monuments on both ends have been updated with large pots and more were planted and attended to throughout the summer and fall months.

 

6.  New Residents

This year we had two former long standing residents pass this year (Littlefield and Priest).  We also had five families move onto our street.  The following is a listing of our new residents:

5122- Matthew & Jennifer Nelson relocated from Richmond Heights

5048- Daniel Naughton/Connie Anderson relocated from University City

5095- Mike & Joy Ellen Kauffman relocated from New Jersey.

5092- Gary Kaider/Iliana Souneva relocated from the Virginia.

5136- Jorge Contreras /Kim Kaphingst relocated from DC

Welcome to our street and we look forward to getting to know all of you better.

 

7. Governance Structure for WPA

Election of new board members – Greg Williamson

Shelia Jones – 3 year term, Dahaven Doctor – 3 year term.  All were elected unanimously.

 

8. Social- Social events this year included Operation Brightside, Annual Fall Picnic, Easter Egg Hunt and the annual winter party.  A wine tasting party is being planned for early February.

 

9.  Website- Al Babusis reported on communication.  He discussed the work done on the website, wps.stl.org, this year.  The Google group is being updated with all the new residents on the block.

 

10. Appreciation to Charlie Kindelberger and Vander Corliss for their service as trustees.

 

11.  Items for next Year- Include a study on new lights at Kingshighway, both on monument and on street, more timely security communications from The City’s Finest, LLC.  We will be asking residents for more participation in activities regarding our street/association.  There will be continuing advancements in aesthetics of the street including trees and monuments.  A group will look at the by-laws of the association and determine what changes need to be made in order to update the document.  The board will further strive to open communications about the activities and meetings, including posting the minutes on the website one week after the monthly meetings.
